Governments could impose stricter penalties, including licence suspension, for speeding and drink-driving, and enforce them with cameras and random testing. Driving education should be improved, with longer training periods, practice in difficult conditions and lessons on the dangers of distraction at schools. Insurance companies can encourage safer behaviour by offering lower premiums to drivers who install monitoring devices and show careful driving. Parents also set an example by following the rules themselves.

In conclusion, young drivers crash more often because of inexperience and risk-taking, but better licensing rules, firmer enforcement and improved education can save lives. A combination of these policies would make roads safer for everyone.
