Some people believe that the best way to help the poor is for individuals to give money to charity, while others think governments should be responsible. In my opinion, governments are better placed to tackle poverty, although charity has a valuable supporting role.

Supporters of individual giving argue that charities are flexible and often work directly with those in need. They can respond quickly to emergencies, such as floods or famines, and they frequently reach groups that official programmes overlook, such as the homeless. Donors also feel personally involved and can choose causes they care about, which creates a sense of social responsibility. In addition, people may trust a small organisation more than a large bureaucracy.

However, charity alone cannot solve poverty. Donations are voluntary and unpredictable, so they rise and fall with the economy and public sympathy, and they often favour popular causes such as animals or children, leaving less attractive issues underfunded. Governments, by contrast, collect taxes from the whole population, so they have the resources to provide continuous services such as unemployment benefits, free healthcare and affordable housing. They can also address the underlying causes of poverty through education, minimum wage laws and job creation, something no charity can achieve on a national scale. Countries with strong welfare systems, like Norway, have significantly lower poverty rates than those that rely on voluntary giving.

Ideally, both should cooperate: the state supplies a reliable safety net, and charities fill gaps and provide personal support.

In conclusion, individual donations are helpful, but only governments have the money and authority to reduce poverty systematically, so I believe they should bear the main responsibility.
