Some governments heavily subsidise public transport to make tickets cheaper or even free. I believe that the advantages of this policy outweigh the disadvantages.

The most important advantage is that it encourages people to leave their cars at home. When fares are low, buses and trains become an attractive alternative, which reduces congestion, noise and air pollution in cities. This helps governments to meet environmental targets and improves public health. Cheap transport is also fairer. People on low incomes, students and the elderly spend a larger share of their money on travel, and subsidies allow them to reach jobs, schools and hospitals that would otherwise be too expensive to visit. This creates wider economic benefits, since workers can take jobs further from home and shops gain more customers. Luxembourg, which made public transport free nationwide, has seen improved access for many residents, and Tallinn in Estonia reported an increase in registered residents after it introduced free travel.

Nevertheless, there are drawbacks. Subsidies are expensive and are paid by taxpayers, including those who never use public transport, and the money could be spent on schools or hospitals. If fares are too low, operators may not have enough income to maintain vehicles or improve services, leading to overcrowding and poor quality. Some research suggests that free travel attracts mainly people who would otherwise walk or cycle, rather than motorists, which reduces the environmental benefit.

These problems can be addressed by targeting subsidies at those who need them most, such as discounts for students and pensioners, and by ensuring that part of the funding goes to improving frequency and reliability.

In conclusion, subsidised public transport reduces traffic and pollution and promotes fairness. Although it costs public money, I believe that the benefits are greater, provided it is carefully managed.
