Some people argue that city governments should spend public money on theatres, museums and public art rather than on sports stadiums. I partly agree with this view, though I do not think sport should be neglected entirely.

The case for the arts is persuasive. Museums, theatres and galleries preserve history and culture, and they are open to everyone, including schoolchildren, who can learn from them. Public art makes streets more attractive and gives a city its identity; Bilbao's Guggenheim Museum is often cited as a building that transformed a declining industrial town into a popular tourist destination. Cultural venues also tend to be used throughout the year by a wide range of people, while large stadiums may be empty for most days and mainly serve spectators who are able to pay for tickets. Because arts organisations rarely make a profit, they depend on public funding, whereas professional sports clubs can usually raise money from broadcasting rights, sponsors and ticket sales.

Nevertheless, stadiums have value. Sport brings communities together, creates local pride and can attract major events that boost hotels and restaurants. Moreover, accessible sports facilities, such as pitches and swimming pools, encourage exercise and improve public health. The problem is mainly with enormous stadiums built for professional teams, which often cost far more than they return.

Therefore, I believe cities should prioritise cultural venues and local, community-level sports facilities, and leave major stadiums to be paid for by clubs, sponsors and private investors.

In conclusion, arts venues deserve a larger share of public funds because they serve everyone and cannot easily support themselves, although small-scale sports provision should still be maintained.
