On a personal level, children in small families may lack siblings, and elderly parents will have fewer relatives to support them. Governments can respond with measures such as generous parental leave, affordable childcare and encouragement of skilled immigration.

In conclusion, high costs, career ambitions, improved child survival and changing values explain smaller families. The resulting ageing population and labour shortages are significant challenges that need practical policies to be addressed.
